- Are able to find people with specialized KSA's
Disadvantages:
- The morale of staff will be effected
- Inaccurate files
- Good candidates may be overlooked

A closed system is better . You know what employees you already have. If you want to change the employees with different cultural backgrounds then you want to let outside people apply.
